In the final years of the millenium, Japan has risen to be one of the world's leaders in power and economics. However, with this rise of fame comes the threat of terrorists. If a terrorist plot managed to topple Japan's power, the Western economies would soon collapse as well. Therefore, in the mid 90's, the Japanese government established a house committee for terrorist affairs. The house determined the terrorist activities were being master-minded by an extremist group of left-wing political activists (Communist Red May). To combat this threat, a new police force was created with the power to do anything to stop the activists.
